To make a composition using our layers panel - open a picture for the background
Open - click on the picture you want
If there are parts you don't want in the picture ie they need to be removed - click on the clone stamp tool in the tool bar and remove the object
When you are happy with the picture - file - save as - name your picture - save as a jpeg - save
Double click the background layer on the right to rename it and make it a real layer - name it
Now it is a layer that can be manipulated
Apply a filter to the background
Click filter - pixilate - colour half tone - ok
Now change opacity = on right in layers section - change to 85% to make it a little shine through
Add a new layer by clicking on the button on the bottom right - double click it and call it a name
